Gov lettersExecutive Order 13360

Nine federal agencies responded to the NVSBC’s letter requesting they provide a copy of their Agency’s current strategy for insuring compliance with  Executive Order 13360 as well as the name, telephone number and email for the senior level official designated for implementing the agency strategy.  The NVSBC will follow up with each of these Agency’s to meet and provide feedback about how they can better serve the veteran small business community.  Read each of the following Agency’s responses here:

  • Department of the ARMY – “…  The Army Office of Small Business Programs (OSBP) developed a six-component strategic plan to increase contracting opportunities for SDVOSBs.  The plan which is hosted on OSBP’s website, www.sellingtoarmy.info includes the following strategies…”  Jackie Robinson-Burnette, Deputy Director, Office of Small Business Programs
  • Department of Commerce – “…As the designated senior-level official responsible for the implementation of the Department’s plan to increase contract opportunities for SDVOSB, I am pleased to report that for the past three consecutive years fiscal years, FY 2012 – FY 2014, DOC has exceeded the 3% statuatory SDVOSB goal.  This accomplishment is a testament to the Department’s leadership for their commitment to the Small Business Program and helping our veterans.  In response to your request, I am enclosing a copy of DOC’s strategy plan required by Executive Order 13360 and look forward to meeting with you to discuss how the NVSBC and its members can further assist the Department in promoting the use of SDVOSB…”  Barry E.   • Department of Defense – “…As the director of the DoD Office of Small Business Programs, I am the designated senior level official responsible for developing and implementing the agency strategy for the DoD.  Resources for SDVOSBs and the current DoD SDVOSB Strategic Plan are located atwww.business.defense.gov….”  Andre J.   • Department of Energy“…, the Department of Energy’s (DOE) Office of Small and Disadvantaged Business Utilization (OSDBU) submitted the attached report that dated January 27, 2011 [sic].  In subsequent years, the SBA has included the requirements of the annual EO 13360 Report be included in a Corrective Action Report that addresses failed strategies to meet any of the Statutory Goals set forth in the above-named Statute.  We are enclosing the January 27th report as this will answers [sic] your questions.  The senior level official responsible for implementing DOE’s strategy to meet the 3% SDVOSB goals has been the OSDBU Director.  Allow me to extend an invitation to you meet [sic} with me at your convenience.”  John Hale III, Director, Office of Small and Disadvantaged Business Utilization
  • Department of Transportation“…Please find an activity report for Fiscal Year (FY) 13 describing the Department’s efforts to meet the requirements of the Executive Order.  Also, as the Director of the Office of Small Business Utilization OSDBU), it my duty to ensure full compliance with EO13360.  As requested, our team is available to meet at your earliest convenience to discuss areas of collaboration on the Executive Order…”  Brandon Neal, Director, OSDBU, Office of the Secretary, DOT
  • Department of Veteran’s Affairs“…I am the senior level official designated for implementation of that EO as this is my area of responsibility.  The Office of Small and Disadvantaged Business Utilization (OSDBU) is finalizing our strategy for 2015 and I welcome engagement by stakeholders giving input such as the National Veteran Small Business Coalition.  I have asked my assistant to invite you to a meeting to discuss any strategy that would assist OSDBU in implementing EO 13360….”  Thomas J.   • Environmental Protection Agency“…Attached is the EPA action plan for the SDVOSB program strategy.”  Kimberly Patrick, Acting Director, Office of Small Business Programs
  • General Services Agency“…Per your request, please see GSA’s implementation of each of the three items from EO 13360 identified in your letter:  A.  In 2012 GSA implemented a group of advocates who formed the “GSA Veteran Business Kitchen Cabinet” for better adoption of the specific efforts outline in EO 13360.  B.  This group developed and posted our “21 Gun Salute” which provided a roadmap for all GSA to collaboratively exceed the 3 percent Service Disabled Veteran Owned Small Business Goal…C.  GSA’s senior level official, designated in August 2014, is responsible for the development and implementation of our strategies is provided below:  Martin Jennings, General Services Administration, Assistant Commissioner for General Services Supplies Services, Federal Acquisition Services (202) 357-5802, Toll Free:  (855) OSDB-GSA,Martin.Jennings@gsa.gov”  Karen Poole, Acting Associate Administrator, Office of Small Business Utilization
